Tempest Efreet

tap: Choose a card at random from target opponent's hand and put it in yours. Bury Tempest Efreet in opponent's graveyard. The change in ownership is permanent. Play this ability as an interrupt. Before you choose the card to be switched, the opponent may prevent effect by paying 10 life or conceding game; if this is done, bury Tempest Efreet. Effects that prevent or redirect damage cannot be used to counter this loss of life. Remove Tempest Efreet from your deck before playing if not playing for ante.

還有我不是十分確定他的異能可否請大大解說呢?

回你第一個問題：
當然沒有
一來因為這張是賭注牌（所以是禁牌）
二來因為太隨機，所以就算打有賭注的也不一定可以換到好東西

第二個問題也是沒人組的原因：
橫置：從對手手牌中隨機選一張並加到你的手牌裡，然後把Tempest Efreet放到對手的墳場裡(此為永久性效應，也就是說這盤結束之後你永遠得到對手那張然後對手永遠得到這隻)。對手可以直接認輸或付10點血以反擊這個效應，若對手如此作則消滅Tempest Efreet並且不能重生
若打的不是賭注賽請把這張牌移出套牌
